i think theyre just trying to make a new deck type using some of the dragons from the dragon deck i think structure deck 13's dragons wil make her useful

That effect isn't the greatest. You can't even use it in a Dragon deck. Your opponent needs to have a Dragon. I don't like it that they're trying to mix Dragons with Fairies. I don't think that mixes well...

This card's first effect is too limited in scope to really use, but atleast if you have 2 of them out, your opponent can't attack...
